A federal appellate panel on Thursday temporarily lifted a lower court's ban on federal funding for embryonic stem-cell research, another twist in a battle with high stakes for science and the Obama administration.
The U.S. Court of Appeals for the D.C. Circuit ordered a stay of the ban issued Aug. 23 by U.S. District Court Judge Royce Lamberth. A three-judge panel on the appeals court said it wanted "sufficient opportunity" to consider whether a ban is justified and said the temporary move shouldn't be viewed as a ruling on the merits of the underlying case.
